Some browser vendors seem to answer "yes", and the interpretation looks less odd now than I first thought. It would be a sloppy wording in the spec then - why not say "character" if you mean any (graphic) character?

In any case, the method of inserting the character, such as the entity reference © versus the character © itself, should have no impact. And it does not seem to have.
