Thank you.  After doing a search and a little reading, I understand it
now.  I didn't realize that "sticky footer" was a recognizable buzz
phrase.

When I read your description, I thought it was what you might get
using position:fixed on the footer block.  Now I realize it's what you
use when content is too short, but you still want the footer at the
bottom of the window.  If the content is long enough, it's below the
content just like normal.
