Since I rarely use images to set color I am not sure how much help I can be other than to say hsl is easy to use and reliable cross-browser/device color -- other than for our little friend in Redmond. Next choice might be the rgb color-palette--- and, particularly the simple minded "Web Safe" palette [1]. I doubt cross-browser/device color problems will be resolved in my lifetime. You may be more fortunate:-) .
