Others have commented on whether it's a good idea, but - to answer the
CSS part of your question:

You can use a one-pixel colored image. By placing this on a background
at the appropriate height and repeat-x, or at an appropriate horizontal
position and repeat-y, you can add guide lines to your page.

This works best in browsers that support multiple backgrounds, and where
you have not yet applied background colors to inner segments. Hopefully
you find this useful in site of the limitation.
