I don't think it's a bug, just a poorly defined spec: http://www.w3.org/TR/CSS2/text.html#spacing-props "Character spacing algorithms are user agent-dependent." & "Values may be negative, but there may be implementation-specific limits."
It's logged as a bug with Webkit, though 'unconfirmed': https://bugs.webkit.org/show_bug.cgi?id=20606 I have font-smoothing turned off, not sure if UAs would/could handle this differently if it's on...?
