Good idea to check the specifications on this. My argument would be that, as
type is such an important part of design in general, the specifications
should be updated to be more specific on this subject and insist on a finer
implementation of character-spacing.

Nice attention to detail! I don't really understand the pixel-grid point
though as we are able to modify other rendered objects with a finer detail
than pixels so why not character spacing? Also, the alternative test that
you've provided sort of avoids the problem. We already know that, when
handled incorrectly, the units are rounded to pixels - so when we increase
the size of our text, of course the letter-spacing is going to seem to be
more effective - however the real issue here is being able to adjust the
letter-spacing at a finer detail. Which brings me on to...

Seriously? Did you read this post properly? em does not work just fine. And
are you really trying to go with that whole "on the web..." argument?
Letter-spacing has a huge impact on the appearance of a font at any size.
The fact that we can only reliably adjust the letter-spacing in pixels is
seriously flawed. The fact that some web engines handle it (almost) properly
only adds weight to the argument that it needs to be sorted.
