I can't see such a problem on my IE 9 (Win 7), even in IE 7 mode. But there is the problem that the page becomes visible when the background image has not loaded yet. This means that I see almost white text on white background first. This is one reason why the background color for the header should be dark, not white.

It would appear to be more natural to set the background image on the header (<div id=logo>) only.
