That is certainly an option, you're not limited to 'device-width'

I don't think desktop browsers will ever interpret that meta tag. That would 
break the web. Besides, the viewport meta is probably on the way out, becoming 
obsolete by the Opera proposal for an @viewport rule in the stylesheet.
