I'm probably missing something, but that navigation bar wraps correctly
with Firefox 3.6, Camino 2.1.2 and a recent 'aurora' Firefox build.

I was too hasty. More careful testing shows the following Add-ons all
affect wrapping and/or minimum window width on Mac Firefox:
- Awesome Screenshot
- Clearly
- Download Helper
- Evernote Web Clipper
"Glims" is fine with those disabled.
(I have too many plug-ins!)
