Kind of a tough one. You have a fixed dimension element next to text.
You could - obviously - reduce the text size (move your footer bottom
padding to the col1 and col2 divs, just in case) or increase the image
height. Obviously, there are gotchas with those.

I guess another way to go is make the photo a BG image of col3 and
play with the background-size property. THis would require col3 to be
100% height of the footer, and still move the padding to inside col1
and col2.

Can't play with it myself right now.
