No real clue as to what Chrome is trying, but it sounds like some kind of weird 
painting bug.
In the inspector, I toggled the float property on the blue box off, then on, 
and guess what, the red box displayed correctly in both cases.
Tested with Opera 24, chrome based 37.0.2062.120

Safari 7.1, Firefox do the correct thing there.
