Since I made the suggestion, I'll try to answer. First, Google "html 
conditional statements" and you will find all the info you'll need plus 
examples.
I think others will agree they are OT for this list. What is OnT is that MQ are 
cascading as well as the loading of a html page. Usually top to bottom.
So if you want styles to over-ride your conditional, put them after. If you 
want the opposite, do the opposite.
Conditionals can be used anywhere in the page, but for what your doing I would 
say stick to the <head> section. JMO.
