only some mobile browsers support text-size-adjust. Moreover, the draft (sketch)
http://dev.w3.org/csswg/css-size-adjust/#adjustment-control
has a note: “Need to define what percentages actually mean. Are they a minimum or a set value? What exactly are they relative to?”

So I don’t think it’s of practical use in normal situations.
