That really depends on your skill level and desired format/level of
customization. I usually like to use Adobe DreamWeaver for my coding,
and use specialized packages like SlideShowPro (www.slideshowpro.net)
for Flash slide shows, and JQuery(www.jquery.com) with Lightbox 2
(www.huddletogether.com/projects/lightbox2)  for CSS/JavaScript slide
shows. As for drop down menus, check out http://css.maxdesign.com.au/listamatic/
for various CSS-based examples. Pick the example closest to what you
want and then slowly alter and test the CSS until it matches your
desired look.

That's my quick & dirty breakdown, for more advice you'd need to give
more specifics.
