Simple answer is that there is no way to scale a BG image (without JS/Flash
or some other dynamic code)
The other option is something like this:
.bgimg {position: absolute; width: 100%; height: 100%;}
.content {position: absolute; top: 0;}
<div class='container'>
<img src=".../#.jpg" class='bgimg' />
<div class='content'>
site content here
</div>
</div>
