Templates are a great place to start learning IMO. There are plenty free
templates/themes for many of the popular open-source CMSs (eg Wordpress,
Drupal etc).

If your project doesn't require a CMS, you may still be able to find free
templates, or it may be worth the $20 to buy one (if it's a good learning
experience, or can build it into the fee for the project). Not sure a good
source for these though...

Another option is to look at CSS frameworks such as Blueprint or 960gs. Both
have what you need for the basics of layout, and then it's up to you to add
the visual flourishes. They do a great job at handling some of the browser
inconsistencies, and give you a good starting place to see how to organize
CSS.
