You probably need set a width and height of the a element to 100% in order to display the whole background image. The size of the surrounding li elements should have the proper sizes, as you have now, and the background image can be on the li element or the a element, depending on your link needs, ie whether your link text is going to be visible there or not.
I use sprites for all my navigation backgrounds, instead of multiple images. Look up CSS sprites if you don't know what I'm talking about.
