Hello,
there is template in subversion you can checkout and then
import into your site location.
The commands to do this are shown here:
http://www.apache.org/dev/cmsref#svn
(look at "Setting up your content").
The location should match the on in the jira issue, or if you
prefer to use a different one the jira should be updated.
