Did you see the question "How do I find out how many people are subscribed to a list?" on the same page that you linked to:
http://www.apache.org/dev/committers.html#list-subscribers They're talking about counts, but I suspect that this actually lists the subscribers. The page mentions a couple scripts for subscribers and digest subscribers, but it also says that there's an additional way on the "committers" svn module at /docs/resources.txt. I can't test either of these out yet.
