Yes, lets make a RC2 and get everything in a good shape. You need to vote
also on incubator general before you can release and the people there

do not like such things at all.
The problem with general is that it often takes a bit until people vote

and if there is a problem you have to make a new RC which first needs to be
voted through here, and then again on general.

Well, the UMLS license is probably not listed there, in that case the
guide says:
" ... Licenses not appearing on these lists must be explicitly approved
by the ASF
Legal Affairs officer prior to distribution. License approval requests
may be sent to the legal-discuss mailing list."
Another thing I noticed is that you uploaded the distribution files (src
and bin package) to Nexus, usually people
upload them to people.apache.org, because they are not distributed via
Nexus.
The big distribution files should be distributed via Apaches
distribution infrastructure:
