That sounds good.  We can discuss here first and then vote on general once we 
have a consensus on ctakes-dev.

I thought we would be able to release it while we were in incubation and making 
an effort to resolve it.  Either case, I'll open a discussion to gauge the best 
approach on where to host the resources.

I've been using the release:perform as suggested by 
http://www.apache.org/dev/publishing-maven-artifacts.html
which automagically uploads all the project files to Nexus.  Is there an easy 
way to omit the distribution project?
