* ltfssbas.dtx:
Moved \DeclareEncodingSubset and \CheckEncodingSubset from
lttextcomp.dtx into this file
* fontdef.dtx:
Preload ts1cmr.fd, ts1cmss.fd, and ts1cmtt in the kernel
Drop unnecessary \DeclareFontSubstitution declarations
