Apache Derby and HQL are pure java embedable databases... So you can just package the jars for the DB along with your application...

Sorry, I neglected to say that the one requirement is that there can be no
client installation except that which can automatically be done via
something like Java Webstart.  The clients could be anywhere, but will most
likely be all over the Western Cape.  There are no resources to go out to
client sites and install or even mail out CD with installations, etc.  The
app must load off the web and then (once the db has been synced) be able to
work offline during the day and sync at the end of a day or may be even a
week if push comes to shove.  (The reason is mainly that many smaller and
rural places will not have ADSL for quite some time, and expecting them to
be online via dial-up is not financially feasible)
