Maybe stating the obvious, but specifically the Base64 class from the
Apache Commons Codec Project.
TrueLicence will either ship with a jar called commons-codec.jar or
commons-codec-x.x.jar. This needs to be in the classpath.
If TrueLicence does not ship with this jar, point your browser at
http://jakarta.apache.org/commons/codec/ and go clickety-click to
download commons-codec.

This sounds like your classpath isn't setup correctly so it can't find the
Base64 class.
