It seems to me that software issues are the least significant aspect
of this cock-up. I think this  is beyond the realm of project
managers. Here is some bla bla from last year -

- I am not a  politico, but it seems there were already governance
smells way back.

Whatever the case I imagine that this strike will be chalked against
software, and no doubt the fud machine will bring open source into the
fray.
