Yes, it's an online ajax web app used for creating mashups. In May this year a facebook block was added which provides the same features that the facebook java api provides, viz. access to data including the User Profile, Friends, Photos, Photo Albums, and Events etc. All of the above without writing any code.
The facebook Java api is just a set of standard java classes for accessing facebook data. No presentation layer code.
