Hi Netbeans has got different download bundle packs (same as Eclipse) each targeted to a specific audience like Java SE-, JEE-, J2ME - and C++ developers.
Make sure you download the Netbeans pack named 'All', which includes SOA and the Sun Bpel engine. Hopes this helps. PS. Is this your first time playing with Netbeans? It's really an awesome IDE!
