The Texas State Library and Archives Commission (TSLAC) is pleased to
announce that it has been awarded $13,281,962.00 from the Telecommunications
Infrastructure Fund (TIF) Board for implementation of Phase II of the
Library of Texas project. (See press release at

Phase I of the Library of Texas project combined $7 million from TIF with $3
million in TSLAC funds to purchase 60 online databases for Texas public and
academic libraries and their users. The databases provide access maps,
encyclopedias, local land records, poetry, genealogy, health information,
business data, American history, Spanish language resources and much more.
Phase II of the Library of Texas will continue the provision of these
valuable database resources. Additionally, three new components will be
initiated in Phase II:
*Government Information Clearinghouse to archive electronic government
information.
*Virtual Library to enable users to search across commercial databases and
library catalogs with a single search.
*Training to maximize the effectiveness of the Library of Texas through
librarian training across the state.
Phases III and IV of the Library of Texas are designed to build and grow
upon the framework set up in Phase II. Grant money for these two phases
would come from the FY02 and FY03 budgets, and have not yet been awarded.
During the past year TSLAC and TIF administration have worked toward
resolution of an error in the amount of funding that was awarded in Phase I.
For a time it was believed that this error would be resolved through an
increase in the grant amount and an extension of the grant timeline.
However, the TIF administration has recently determined that the error will
be corrected through a funding adjustment in Phase II that will correct the
error from Phase I, returning both the amount of the grant and the timeline
to that of the original proposal. The entire project, as originally
envisioned, would be funded to $37 million dollars and span four years.
