The Virginia Department of Education is offering a FREE two-hour satellite
teleconference for state, regional and local E-Rate coordinators on October
11, 2001, from 12:30 to 2:30 p.m. Central Time. More information about the
content of the teleconference can be found at

We encourage anyone responsible for the E-Rate application process at their
E-Rate eligible institution (school or public library) to attend this
teleconference. PLEASE NOTE: Some of the host sites for this training event
are academic institutions whose staff will not benefit from the
teleconference because those are not eligible for E-Rate discounts. They are
offering it as a community service for school and public libraries. PLEASE
ENCOURAGE EVERYONE IN YOUR AREA WHO MIGHT BE RESPONSIBLE FOR E-RATE TO
ATTEND THIS TELECONFERENCE if one is being offered near you.

ORIGINAL TELECONFERENCE DESCRIPTION

"The Virginia Department of Education will offer a free two-hour satellite
teleconference for state, regional, and local E-Rate coordinators on October
11, 2001 from 12:30 p.m. to 2:30 p.m. Central Time. This teleconference will
cover much of the material presented at the train-the-trainers conference
held in Washington on September 17 and 18.

The E-Rate program has provided billions of dollars in discounts to
thousands of schools and libraries across the United States and its
territories. Because of three full years of E-Rate discounts thus far,
Internet connectivity and broadband communication links are readily
available in the vast majority of schools and libraries.

The E-Rate application process, however continues to be exceedingly
difficult, with numerous deadlines, forms and other compliance requirements.
This year for example, the Children's Internet Protection Act (CIPA) was
introduced, requiring Internet filtering under many circumstances.

Each year many new people are assigned to the application process with
little or no training. Sadly, thousands of applications are denied or
rejected annually. Many denials and rejections result from simple mistakes -
a box left blank here, a number missing there, or a form not submitted by a
deadline.

This teleconference will provide an overview of the program and requirements
that applicants must follow to successfully complete the application
process. It will cover CIPA regulations and steps applicants must follow to
comply. One significant CIPA deadline occurs within three weeks of this
teleconference (October 28). Eligible services will be covered as well as
pitfalls applicants should avoid. Suggestions for writing appeals will be
covered. Internet resources will also be made available during the
