Member libraries may now spend their SFY 2002 Collection Development allocations. Materials that you would normally purchase for children are eligible, even though adult patrons may also use them. Please follow the spending allocation plan distributed in November at the regional meetings. If you need a copy of the allocation schedule, please call the System office at 512-974-7488 or 800-262-4431 or go to www.ctls.net/documents/toysRUsCD.pdf. Here is a summary of the guidelines you should follow: > Group your orders so that only children's materials will appear on a single invoice. > On children's materials invoices write, "Texas Settlement" at the top. > Order your children's materials as soon as possible. Once you have satisfied your children's materials allocation, you may begin ordering other kinds of materials. PLD Stipends for TLA Applications for Public Library Division (PLD) stipends to attend the 2002 Texas Library Association (TLA) Conference in Dallas must be postmarked by December 15, 2001. The Public Libraries Division will award four $400 stipends to first-time attendees to the TLA Conference who are currently employed in public libraries and who do not hold a Master's Degree in Library Science or its equivalent. There are still about two weeks left to apply, and they have only received one application to date. This is too good an opportunity to pass up! CTLS would like to ask librarians to encourage staff members to apply. The application forms are available from the System office; call 800-262-4431 or 512-974-7488. If a window pops up asking for a user name and password, just close the window and you can proceed without having to provide those. New Members Round Table/Quality Books Inc. Professional Development Grant Texas Library Association members in the first five years of their professional career and TLA membership are eligible for the TLA/NMRT/Quality Books Professional Development Grant. This grant provides assistance to attend the annual TLA Conference on April 23-26, 2002 in Dallas by covering conference registration, travel expenses, lodging, and $50 per diem, up to $1000 total expenses. TExpress Subsidies Still Available TexShare sponsors the TExpress Courier Service, by which the Texas State Library and Archives Commission (TSLAC) subsidizes the pickup and delivery of materials among TexShare libraries in Texas. This service offers low-cost, rapid pickup and delivery of ILL items among participating libraries. Member libraries pay an annual fee for five-day-per-week service. Although the service is primarily structured for interlibrary loan items, other materials may be shipped. The current total cost for most TExpress subscribers is $225 per month. Subsidized libraries do not pay the total amount. The State Library pays 60%, or $135 of the cost for 178 libraries, leaving the libraries' actual cost at $90. Right now, 173 of the 178 slots are filled, leaving five available slots. Applicants are selected on a first-come, first-serve basis. The ALA Public Programs Office is now accepting applications for Frankenstein: Penetrating the Secrets of Nature, a new traveling exhibition. The exhibit examines the intent of Mary Shelley's novel and encourages audiences to discuss Shelley's and their own views about personal and societal responsibility as it relates to science and other areas of life. In addition to the exhibition, participating libraries will receive interpretive and educational materials that help audiences examine Mary Shelley's novel and how it uses scientific experimentation as a metaphor to comment on cultural values, especially the importance of exercising responsibility toward individuals and the community in all areas of human activity, including science. The Koran is available through netLibrary, the electronic book database that you get via the Texas State Library. To locate the Koran and related titles on netLibrary, use the Advanced Search Screen. USA PATRIOT Act Assistance In consultation with the American Library Association's counsel, the ALA Office for Intellectual Freedom posted an alert at www.ala.org/alaorg/oif/alertusapatriotact.html. For your convenience, we are reprinting it below. On October 25, 2001, Congress passed the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act. This law broadly expands the powers of federal law enforcement agencies investigating cases involving foreign intelligence and international terrorism. The new legislation amends the laws governing the Federal Bureau of Investigation's access to business records. One provision orders any person or institution served with a search warrant not to disclose that such a warrant has been served or that records have been produced pursuant to the warrant. The existence of this provision does not mean that libraries and librarians served with such a search warrant cannot ask to consult with their legal counsel concerning the warrant. A library and its employees can still seek legal advice concerning the warrant and request that the library's legal counsel be present during the actual search and execution of the warrant. If you or your library are served with a warrant issued under this law, and wish the advice of legal counsel but do not have an attorney, you can still obtain assistance from Jenner & Block, the Freedom to Read Foundation's legal counsel. Simply call the Office for Intellectual Freedom (OIF) at 800-545-2433 ext. 4224 and inform the staff that you need legal advice without disclosing the reason you need legal assistance. You do not and should not inform OIF staff of the existence of the warrant. OIF staff will assure that an attorney from Jenner & Block returns your call.
