>From Deborah Littrell, Texas State Library . . .
I have received many similar questions about the packet of forms you
received for Loan Star Libraries. I hope this information helps:

1. The Texas ID number is the 11 digit number you have if you've ever been
sent funds from the Comptroller. If you are unsure about this we suggest
checking with your city or county to find out if there such a number you
should use. The mail code is address specific.

2. When are the forms due? It is now up to you. The sooner you return the
forms to us, the sooner we can process them, send you a contract, and
ultimately send you the funds. We do ask for at least the Payment form by
January 15, 2002.

3. You must spend or encumber the funds by August 15, 2002. We ask that you
work on a plan to make sure you spend all of your funds by that date. You
will have to send us final reports before we can release FY2003 funds to
you.

4. Please refer to the third sheet stapled to the "Plan of Action" forms.
This tells you what you can spend the funds on. Basically they may be used
for any regular library operating expense and minor renovations. Remember -
you may not receive the same amount of funding next year. There are standard
restrictions referenced in the Uniform Grant Management Guidelines (UGMS) -
(you cannot purchase food for example) - if you are interested UGMS may be
found at:
