This is for libraries whose governing authorities
have passed an ordinance regarding overdue library materials:
1. What is the penalty specified by
your ordinance?[Sue
Lilley] Ours is a Class C
misdemeanor.
2. Have you seen a significant
decline in overdue items since this ordinance passed? (If the answer is
yes, please quantify it if possible).[Sue Lilley] No
3. Have you had many cases reach the
prosecution stage?[Sue
Lilley] No. We proceeded with the action once, but it never went to
presecution.
4. How did your community react to
the ordinance? Did you lose borrowers?[Sue Lilley] No particular
reaction that I could judge and I don't think we lost any
borrowers.
5. Is there anything you would
change, or is there a "lesson learned" that you'd be willing to pass
along?[Sue Lilley]
I'm glad to have the ordinance in place to use as a threat, but I
don't plan on actually using it. It is very expensive, both in staff time
for three city departments and postage for us and the results have been
minimal. We are still sending out a bill for materials overdue two months, but
no certified letter. As with Killeen, quite often the people have already left
town by the time our bills go out.
