This grant is intended for libraries which are ready to go beyond the non-competitive 
infrastructure grants in past years.

The non-competitive RFP for the 75 libraries which have never had a TIF grant should 
be posted later this week.

LB 10:  $1.5 million is available for the competitive grants, and applicants may 
request up to $250,000.  Applications will be due July 26, and the grant period will 
be September 2002 to August 2003.

Grant projects could include, but are not limited to:
 
�       Wireless technology 
�       Equipment and software for training of both staff and the public (to include 
computer training centers, laptops for staff training, mobile training centers etc.) 
�       Enhancing language capacity of library technology programs; examples include 
developing library websites in languages other than English; providing information 
databases in multiple languages; installing ILS modules using non-English language 
interfaces (catalogue etc.) 
�       Online and interactive reference services 
�       Enhancing virtual services to the disabled customer including special 
equipment and software, and training for staff and customers. 
�       Enhancing data collection and evaluation to determine current use of 
technology and electronic information in libraries as well as future needs. 
�       Enhancing access to electronic information using software products to improve 
cross database searching 
�       Digitization of library materials to provide electronic access 
�       Upgrade network infrastructure 
.       Extend current ILS services with new services such as online holds, booking 
computer time, notification of item availability etc.

Projects which specifically respond to TIF's commitment to rural/underserved 
communities, outcome measures, training, and sustainability will be given preference.

Projects for the deployment and testing of innovative programs will also be given 
preference.  Innovation may vary from library to library and community to community.  
A project which is innovative for a library or collaborative -- even if something 
similar has been undertaken elsewhere -- will receive serious consideration for 
funding if it meets all the other criteria.  The grant may also be used to extend 
existing programs beyond their pilot stage or to involve collaborating institutions in 
serving a larger need.

However, this competitive grant is not intended to simply provide or replace public 
access workstations, as with past non-competitive TIF grants.  Such applications will 
receive lower scores from reviewers.
