To all TexShare Members, As many of you are aware, there is less money in FY 04 to spend on TexShare database subscriptions. While the Texas State Library and Archives Commission (TSLAC) has moved funding into the databases from other budget line items, there is still not enough money to replace the amount previously funded through Telecommunications Infrastructure Fund (TIF). Therefore, TSLAC must ask TexShare members to contribute to the cost of database subscriptions to help offset some of the loss. The current set of TexShare databases is in place through June 30, 2003. There is money in the TSLAC budget to allow us to subscribe to a reduced set of databases to run July 1, 2003, through June 30, 2004. Below are the database purchase recommendations from the Electronic Information Working Group. 7/1/03 - 6/30/04 EBSCO (except for Salud para Todos, Applied Science & Technology Abstracts) Gale Group (except for Twaynes, Scribner's) Amigos/OCLC Stat!Ref Heritage Quest TDNet 7/1/04 - 6/30/05 EBSCO Gale Group Amigos/OCLC (Another high priority database will be reinstated if funds permit) For the complete list of databases, please see http://www.texshare.edu/programs/academicdb/vendorindex.html. A TexShare Task Force on Database Fees has been formed to establish a fee structure that will supplement the state and federal money supporting the database service. Their goals are to insure that the TexShare consortium continues the crucial TexShare database service, and that the responsibility for and access to the TexShare databases is appropriately shared among TexShare member libraries. The task force includes representatives from all sizes and types of libraries, as well as representing the geographic diversity of the TexShare membership. (See the roster at the bottom of this e-mail.) The task force has agreed to collect $1.5 million in fees to preserve a sufficient balance of databases to meet the needs of all TexShare patrons, maintain an adequate level of full-text information, and build towards a long-term, sustainable TexShare Database program. The recommended fee structure is below. Group 1 = $15,000 - ARL Libraries Group 2 = $13,000 - Pop served over 1,000,000 (public); Over 750,000 volumes or over 10,000 enrollment (academic, excluding ARL) Group 3 = $11,000 - Pop served 500,000 - 999,999 (public) Group 4 = $8,500 - Pop served 250,000 - 499,999 (public); 200,000 - 749,999 volumes or 5,001-9,999 enrollment (academic) Group 5 = $6,500 - Pop served 100,000 - 249,999 (public); 100,000 - 199,999 volumes or 2,001 - 5,000 enrollment (academic) Group 6 = $4,500 - Pop served 50,000 - 99,999 (public) Group 7 = $2,500 - Pop served 40,000 - 49,999 (public); Under 100,000 volumes and 2,000 or less enrollment (academic); Libraries of Clinical Medicine Group 8 = $1,000 - Pop served 25,000 - 39,999 (public) Note: Based on 2001 data; actual invoicing will be based on most recent data available For the detailed worksheet, please see http://www.texshare.edu/programs/academicdb/texsharefees.2004.html. Both the Fees Task Force and TSLAC understand that most budgets have already been set for FY 04, and that these new fees may place a hardship on some libraries. An appeals process will be put in place for those libraries that cannot find the money in their budgets to pay these fees for the TexShare databases. Before we take this recommendation to the TexShare Advisory Board on July 9th, we would like to invite your comments.
