Directly out of the circulation policies for Wells Branch:

A valid ID will be required for borrowing privileges. One may use either a current Texas driver's license or a piece of mail with the patron's name and address clearly displayed (such as an electric bill) as proof of address. Children must be accompanied by their legal guardian when applying for a library card and parent must show his or her ID.

*We frequently take lease agreements as proof. We have no residency requirement, other than to have one. we have not had the issue of homeless patrons wanting a library card. We require no ID what-so-ever to use the computers but do ask them to identify the zip they live in.
