Subject: [slm] Long range plan due dates

The due date for the new required Long Range Plans has been a point of
confusion at some recent Small Library Management training sessions.

The completed Long Range Plan for a given individual library must be
approved by the library's governing body by the end of *that library's* 2006
fiscal year.

For example, if a library has a fiscal year that runs from July 1 through
June 30, the current Long Range Plan must be approved by June 30, 2006.

On the other hand, if a library has a fiscal year that runs from January 1
through December 31, the current Long Range Plan must be approved by
December 31, 2006.

Relevant text of System membership rule:
(6) By local fiscal year 2006, a public library shall have a long-range plan
that is approved by its governing board. This plan must be reviewed and
updated at least every five years and must include a collection development
element. Library systems shall provide public libraries with the consulting
and continuing education services necessary to develop these plans as part
of the services provided under Section 1.47 of this part.
