The ALA's Washington Office has assembled a Summer Congressional Recess Package, which details everything you can do to help libraries while your legislators are in their district offices. The package can be downloaded from the "What can I do?" section of the Washington Office's Funding page or below:

Summer Congressional Recess Package Part 1 (PDF) - Details exactly what you can do to help libraries and includes both a fact sheet on the Library Services and Technology Act and a table that shows what each state will receive if Congress provides $171.5 million for Grants to State Library Agencies.

Summer Congressional Recess Package Part 2 (Word) - A form letter for you to fill in and send to your legislator to let him/her know that YOU care about libraries.
