> In the November 10, 2006 of the Texas Register, the State Library has
proposed a set of changes to the rules related to grant policies and
procedures. The agency invites interested persons to review and comment on
these recommendations during the 30 day comment period.

> 

> For many years, the agency has had administrative rules regarding the
policies and procedures for its grant programs. In the next biennium, we
anticipate funding a number of grant programs that have not been active in
recent history. This is in sync with both our revised biennial budget and
the Sunset staff recommendations.

> 

> To do this, we must revise the grant guidelines. The Office of the Texas
Secretary of State specifies that when an agency makes extensive rule
revisions, the original rules should repealed and new rules adopted.
Therefore, the agency staff has recommended the repeal of all of the old
grant rules and the adoption of new, revised rules.

> 

> Among the changes in these proposed new rules:

> 1. standardizes the grant policies and procedures between different grant
programs;

> 2. shortens the grant policies and procedures by almost half (from 11,000+
words to less than 6,000 words);

> 3. allows more types of libraries to apply for competitive grants;

> 4. creates a new grant program that only major resource library systems
and regional library systems can apply for;

> 5. gives special consideration to major resource library systems and
regional library systems; and

> 6. brings all competitive grant policies and procedures into one place in
our rule structure.

> 

> Note: The only change to the Loan Star Libraries rules is to renumber them
to get them into the correct sequence. No other changes are proposed until
after the Loan Star Libraries Task Force completes its work.

>
