The National Center for the Study of Adult Learning had some free teaching 
materials (like "Understanding What Reading is All About" that has 13 lessons 
for adult learners at the 0-6th grade reading level) available in pdf format:

seem irrelevant to adult literacy:

tool for adult learners. This tool gives you suggestions for curriculum based

But this doesn't answer the question that you asked: what materials are our
