Christine,
Our Board does not manage any of the library's money, but they do advise our 
City Council and City Manager on some library funding issues. As Director, I 
get much of the say in how funds are applied, but any funds from public or 
government sources are typically specified in categorical budgets (e.g., I can 
only use payroll funds for salary, book money for collection development, 
etc.). Grant money is often specified as well.
Our Friends group has their own 501(c)3 and their own fundraising, revenues and 
expenditures process, including grants acquisitions. If the library wants money 
from the Friends for programming, purchases, etc., we go through their board 
with our requests. It requires an extra step, but the application of those 
funds can often be applied with less "red-tape" and specifications than 
municipal, county, or state funds can be.
