Like Dale, we always saw it as a behavior issue. Are the cell phone
users talking louder than what's acceptable in the library? Is there an
area they can go in the library to talk loudly/louder? If it is
disrupting others, then I think it's alright to ask them to go to a
certain area in the library. You might also encourage texting at the
library.
 
If you do restrict cell phone usage, you might want positive signage
instead of negative signage:

I have had some complaints by our patrons of people speaking on cell
phones.  Do any of you prohibit the use of cell phones in your
libraries?  Are you using policy to restrict use or has your City passed
an ordinance restricting use?

 

Any information you can share with me will be greatly appreciated.
