The Schools and Libraries Program of the Universal Service Fund <http://www.usac.org/sl/> , commonly known as E-Rate, has been around for over a decade, but is still not widely understood by libraries that could be taking advantage of discounts in three categories of service: telecommunications services, Internet access, and internal connections.
