The book "The Year of the Rat: How Bill Clinton Compromised U.S. Security
for Chinese Cash" by Edward Timperlake and William C. Triplett II, published
October 1998, has already reached 85,000 printed copies. For a while it even
made the New York Times bestseller list. That is a serious problem to the
White House and the Justice Department, for it makes a clear and compelling
case that Bill Clinton, starting in 1992, sold foreign policy and access to
military technology to the Chinese Communists in return for the campaign
cash he needed to attain and hold the office of President.
This thesis is in stark contrast to the Justice Department version, which
interestingly coincides with the DNC and White House versions. This version
holds that the White House and the DNC were innocent victims of Chinese bag
men who were tricking them into accepting massive illegal campaign
contributions from China. This is the strategy that has been pursued by the
Justice Department's Task Force on Campaign Finance over the past two years:
it has prosecuted and secured convictions of the Chinese "bag men" for
illegal donations but cleared the recipients of any wrongdoing. Never mind
that the judge at the sentencing of bag man Johnny Chung last week expressed
puzzlement over Justice Department prosecution strategy when he declared
"It's very strange that the giver pleads guilty and the givee gets off
free."
The book by Timperlake and Triplett has threatened to blow the lid off this
cover-up strategy. So the Justice Department's Campaign Finance Task Force
has gone to the New York Times for assistance. A story by Jeff Gerth, David
Johnston, and Don Van Natta last Tuesday peppered a verbatim presentation of
the Clinton Administration line with new revelations about the evil bag men
and their misdeeds. Citing anonymous Justice Department "senior officials,"
and "investigators," the story offered that "There is no indication that the
campaigns or the White House knew that Chinese businesses or officials were
behind any of the donations." It took pains to emphasize that "no evidence
has surfaced that Administration officials knew about the covert Chinese
activities."
The New York Times even cited Charlie Trie's lawyer, Reid Weingarten, as
saying "he knew nothing of Trie's activities in China."
As everyone who has read "The Year of the Rat" knows, this is pure baloney.
This is such a misrepresentation of fact that it says more about the
intelligence of New York Times readers than it says about what actually
transpired. If Clinton and the DNC truly failed to notice that John Huang
and Charlie Trie were born in China, perhaps their frequent trips to China
and its non-Communist enclaves could have raised their suspicions. As could
the letter Charlie Trie sent Bill Clinton warning against interfering in the
China-Taiwan dispute. If Clinton didn't know that Trie's $1 million
donations came from the Chinese then why did he reverse U.S. policy and
declare his support for a Communist Chinese takeover of Taiwan?
If none of this led any of the participants to suspect that China was behind
the contributions, perhaps Webster Hubbell could have told them that the
$100,000 hush money he received from John Huang was wired from the Hong Kong
Chinese Bank. Or perhaps the fact that Ng Lapseng, on his many visits to the
White House, was carrying suitcases full of cash brought in from Macau,
could have given the plot away.
If Clinton had no idea that the Chinese were pumping massive amounts of cash
into his campaign, then why did the White House lobby directly for giving
the Long Beach Naval Station to COSCO? Did the White House have no idea that
Hongye Zheng was a senior COSCO advisor when he accompanied Johnny Chung to
the White House?
Was Clinton oblivious to the fact that Wang Jun was the chairman of the
Chinese military industrial complex Poly Technologies when he accompanied
bag man Charlie Trie to the White House? If not, then why did Clinton, in
the era of assault weapons bans, grant waivers for 100,000 semi-automatic
weapons from Poly Technologies to be sold in the U.S.?
Did Clinton still have no idea of the role of China when bag man Johnny
Chung brought his backer, Lieut. Col. Liu Chaoying, a Chinese military
officer, with him to the White House to meet Clinton?
This is just a sampling of the circumstantial evidence that can be offered
to support the notion that the White House knew and that there was a direct
quid pro quo.
The fact that articles of impeachment for treason have not yet been brought
in this matter is a reflection of the fact that the Justice Department
version controls the mainstream media. Conservative Republicans who smell a
rat have had to print a book to get their story out. As long as the
mainstream media have a substantially larger audience than Triplett and
Timperlake, the cover-up may succeed.
