- I ALWAYS FEEL LIKE SOMEBODIES WATCHING ME DEPARTMENT -
EU Assembly to Investigate U.S. 'Spy System'
The European Parliament voted Wednesday to form a committee to
investigate allegations the United States and allies like Britain
used Cold War satellites to conduct industrial espionage in
Europe.
The U.S. Echelon spy system of satellites and listening posts can
intercept millions of telephone, fax and e-mail messages and
Washington has been accused of using it for economic espionage
against its allies. The United States and Britain have both
denied the charges.
The EU committee will have one year to establish whether the
Echelon system really exists and whether European industry has
been damaged by global interception of communications. It will
also consider whether the privacy of individuals can be protected
from spying and how this can be done.
Assembly members said the committee was expected to be headed by
Portuguese deputy Carlos Coehlo and would aim to report back on
its findings in about eight months. The existence of the Echelon
system and allegations it was used to help U.S. firms gain a
competitive advantage over their European competitors surfaced in
a report to the assembly earlier this year, provoking a furor
throughout Europe.
The French prosecutor's office said Tuesday it had appointed a
prosecutor to launch a preliminary judicial investigation into
the workings of Echelon, set up during the Cold War.
Other inquiries have been initiated or are being discussed in
Germany and Denmark, European Parliament officials said. But the
allegations have turned into a diplomatic nightmare at a time
European nations are planning to pool defense capabilities and
preparing to launch a global satellite positioning system, called
Galileo.
A report submitted to the European parliament by a British
researcher last October said Echelon's eavesdropping activities
had resulted in several major contracts going to U.S. rather than
European firms. In particular, it cited a 1994 attempt by the
French-led European Airbus consortium to break the U.S. hold on
airliner sales to Saudi Arabia.
In 1995, France expelled five U.S. diplomats and officials, one
of them the alleged Paris station chief for the Central
Intelligence Agency (CIA), in connection with the case. Current
CIA director George Tenet said last March, as controversy over
Echelon spread to include charges that it also spied on U.S.
citizens, that the United States did not spy on foreign firms to
give American companies competitive advantage.
But his predecessor James Woolsey, CIA director at the time when
the U.S. is alleged to have used Echelon to beat Airbus to the
Saudi deal, said this year that Washington had found that Airbus
agents were offering bribes to a Saudi official.
The Parliament, which has extremely limited powers over European
foreign and security policies, was split on how to handle the
issue. It rejected a proposal to set up a "temporary committee of
inquiry," which could have called witnesses, in favor of a
"temporary committee," which in theory has more limited powers.
David Nataf, a Paris lawyer representing French firms and
individuals who say they have suffered from infringement of
privacy by U.S. government agencies, said that Dintilhac's action
came as "a divine surprise."
He said French courts had so far been far quicker at replying to
requests for action by U.S. government agencies against French
nationals than they were at handling cases against official
American bodies.
"The truth is, our justice system is usually at its fastest when
it is asked by the (US) Federal Bureau of Investigation or U.S.
Air Force to take action against teenage hackers in this
country," Nataf said.
The lawyer said he would seek to link the complaints he lodged
last December, but to which no magistrate has so far been
assigned, with Dintilhac's action. Nataf declined to immediately
name his clients for legal reasons.

UFOs And Aliens Sighted on VIEQUES Island
Two months ago, on May 4, 2000, FBI and Department of Justice
agents forcibly removed protestors from the firing range on Isla
Vieques (island), off the east coast of Puerto Rico. Now strange
stories of small aliens and visiting UFOs are circulating among
the island's 9,300 residents, according to Puerto Rican ufologist
Jorge Martin.
Vieques is 21 miles (33 kilometers) long and and 3 miles (5
kilometers) wide and is located just east of the Roosevelt Roads
Naval Station at Cieba, P.R. President Franklin D. Roosevelt set
up the Navy firing ranges on the island during World War II.
"Investigating in Vieques we have found a wealth of data which
indicates there may be a UFO/alien angle to the matter, one with
powerful implications for all of us humans," Martin stated.
During his investigations, Martin interviewed Angel Encarnacion,
a commercial fisherman and a resident of Vieques. Encarnacion
reported, "One night, while fishing out at sea south of the
shooting (Navy firing) range, and east of Vieques, we saw in the
distance a really big and shining light.. Getting closer, we saw
that it was suspended in the air. It was a huge light...a round
and huge flying object with lots of lights turning on and off
intermittently all around the ship. There were yellow, green and
red lights."
"On the bottom, right in the middle of the saucer, it had a
really big green light, aimed at the ocean's surface. It wasn't
more than 100 feet (30 meters) above the ocean. But that thing
wasn't from this world. What shocked me most was seeing the
object absorb water from the ocean. You could actually see the
water rising and entering the object through where the green
light was coming from. It was a really big volume of water going
up. You could not see any fish or anything else in the water
going up. And all of this without a single sound. Nothing!"
"As we got closer to the saucer, it stayed still for a while and
then it immediately left, flew away very fast in the direction
(west) of El Yunque or Cieba (where the Roosevelt Roads Naval
Station is located) It was really fast. It was gone in seconds.
Incredible!"
On another night-fishing trip, Encarnacion said that he and his
partners "saw a shiny green light rising from the bottom of the
ocean. (At first) They thought it was a U.S. (Navy) submarine in
the area that was surfacing. But just at the time at which the
light should have surfaced, the green light disappeared, and
everything was quiet again."
Then Encarnacion heard something that made the short hairs stand
up on the back of his neck. "We heard the sound of water falling
into the ocean nearby."
Unable to actually see the UFO, the fishermen heard it "rise into
the night sky" before it departed.
"Besides this, we have seen shiny objects come out of the
lagoons," Encarnacion added, "after which they got lost at high
speed. They are shiny lights, orbs or balls of light of a
blue-white color."
Martin also interviewed several teenagers, former members of the
Cadetes de la Marina (Puerto Rican version of the Sea Scouts).
The cadets "were doing exercises in the vicinity of El Tapin
lagoon" on Vieques, Martin reported, "when they saw 'some very
strange little dark men,' gray or blackish in color, who were
very fast and ran speedily from one place to another. sometimes
in a zigzagging motion and sometimes in jumps."
"'They would stop suddenly in front of us,' one teen reported,
'and then we would see them, and then they would leave, sometimes
very fast. They were three to four feet (0.9 to 1.3 meters) high,
and were skinny, with long arms,' he added, 'And their heads were
kind of big and egg-shaped. They were weird.'"
Martin added, "The ex-cadets added that on occasion they the said
little dark men would jump into the lagoon, disappearing into the
water. and they observed 'various blue-white spheres that vary in
size, from four to eight inches in diameter, that enter the water
of the lagoon."
According to Puerto Rican journalist Jorge Seijo, the island "is
not used for military practice and exercises , and its real use
consists of serving as an experimental field" for high-tech
weapons. Seijo added, "the navy and Raytheon Corporation "were
testing in Vieques a weapon iknown as the Phalanx Block AB-1, an
automatic computerized armament," a rapid-fire cannon that "fires
depleted-uranium" shells "at a rate of 2,000 per minute."
Martin added that armed forces from the Netherlands, France,
Venezuela and Brazil have also used the range on Vieques for

- A DREAM OF VACUUM TUBES DEPARTMENT -
Electromagnetic Bomb Could Destroy Cities
A new weapon said to be under development could wipe out
essential electronic services in major population areas, enabling
invaders to capture territory without a single loss of life or
structure.
Reporting in its current issue, New Scientist magazine calls the
weapon the "electromagnetic bomb," or e-bomb. It paints the scene
of a quiet city, unthreatened and peaceful, "but out of nowhere a
wave of chaos was to wash over that world. In a millisecond it
was gone. There were no phones, no computers, no power, nothing.
Yet nobody had died, no buildings razed to the ground. And then
the blind panic set in."
"It sounds like the perfect weapon. Without fracturing a single
brick or spilling a drop of blood, it could bring a city to its
knees. The few scientists who are prepared to talk about it speak
of a sea change in how wars will be fought. Even in peacetime,
the same technology could bring mayhem to our daily lives. This
weapon is so simple to make, scientists say, it wouldn't take a
criminal genius to put one together and wreak havoc. Some believe
attacks have started already, but because the weapon leaves no
trace it's a suspicion that's hard to prove. The irony is that
it's our love of technology itself that makes us so vulnerable,"
says the magazine report.
The e-bomb theory appears simple: construct a device that can
produce a high-power "flash" of radio or microwaves to fry any
circuit it hits. Chaos to electronic devices also could be
rendered at lower power, as well, says the magazine, causing
devices to malfunction in a mass disruption.
"Right now, talk of the threat of these weapons is low-key, and
many want it to stay that way. But in some circles, concern is
mounting.," says New Scientist. "Last month, James O'Bryon, the
deputy director of Live Fire Test & Evaluation at the US
Department of Defense flew to a conference in Scotland to address
the issue. 'What we're trying to do is look at what people might
use if they wanted to do something damaging'," he said.
E-bombs may already be available and are reported to have been
used by NATO against Serbia last year to disrupt radar systems.
Daniel Nitsch of the German Army Scientific Institute for
Protection Technology in Muster, Lower Saxony, told the magazine
"lots of people are doing lots of work to protect against this
type of thing. "You can make your own guess."
Ironically, the first indications that e-pulses could disrupt
mass communications were discovered in nuclear weapons tests a
half-century ago. Upon detonation, a huge electromagnetic pulse
destroyed computers and communications at great distances from
the test site.
"But the military ran into problems when it came to finding out
more about the effects of these pulses. How could they create
this kind of powerful pulse without letting off nuclear bombs?
Researchers everywhere took up the challenge," says New
Scientist. They found that intense, short, high-frequency pulses,
magnified by antennae, could do the most damage.
While the magazine cited a number of locations in which research
on the e-weapon is being conducted, it said there are significant
problems in detection for any such weapon.
"Regardless of whether these weapons have been used yet, they
highlight the way our dependence on electronics could become our
Achilles' heel. The next time your computer crashes, don't
automatically blame Bill Gates. Just wander over to the window
and look out for that unmarked van that sometimes parks across
the street. Could there be someone inside sending a blast of
microwaves your way?" New Scientist said.

- ANGEL HAIR OR JUST SPIDER WEBS DEPARTMENT -
Strange Substance Falls From the Sky in the Karoo. Rapport
Newspaper, South Africa, Cape Edition - 25/6/00
Are these sticky, spider web-like materials that are falling on
to the Karoo areas from the air and forming a blanket like
appearance across the vegetation, telephone poles and barbed
wire, something falling out of space? Is this waste material
falling from space? Or is this something which has its origins in
the aeroplanes that fly so frequently over the area?
Karoo farmers in the district of De Aar are really puzzled about
this. Some of them believe that the Karoo is becoming the dumping
ground for space debris. Some of the cattle in the area have
apparently also become ill after they ate some of the cotton-like
fibres which are evident on some of the feeding vegetation. These
cotton-like fibres look as if they come from the air because of
the way they float down to the ground and pollute the veldt and
vegetation.
"The Karoo has never looked like this before," say some of the
farmers that have farmed in the area for a number of years.
Mr. Koos du Toit from the farm Henopskraal has this past week
shown to the Rapport newspaper where the fine fibres of the
sticky, cotton-like substance have become stuck to the bushes and
fences on his farm. Recent rain has washed away some of these
fibres but he says he is confident that the debris will again
start falling to the ground from the air, as has been the case
for the past month.
The farmers and even one of the town inhabitants who has found
fibres in his garden believe its origins are from the aeroplanes
which cross the area between Cape Town and Johannesburg on a
daily basis. It was mentioned that it could even be the chemicals
which are used to dissolve the human excrement and toilet paper
in the aeroplanes. Or it is even speculated as being some space
debris with its origins from the satellites circling the earth.
Du Toit says that these strange objects have fallen on to his
farm for the second time recently. Some of these fibres are up to
two metres long and he found some hanging over the telephone
poles on his farm. When it is rubbed between the fingers the
texture of the substance becomes fragmented and even disappears.
It appears to have no smell whatsoever.
"Two of my best cows have fallen ill this past month, ever since
the debris started falling on to my farm. These cows showed the
symptoms of the illness by large bumps appearing on their hides,
they became extremely listless and even became blind."
These sticky, spider web-like fibres seem to be a threat to Mr.Du
Toit's Lucern lambs as his Lucerns seem to be exposed to this
fallout and the chances of their becoming poisoned with this can
lead to further illnesses amongst his animals and lead to
monetary loss.
Mr. Petrus van Rooyen (48) is a farm worker for Mr.Du Toit who
first noticed these strange sticky fibres and he maintains that
he saw bundles of these fibres falling out of an aeroplane
crossing above the area. After these fibres fell out of the
aeroplane they spread over a wide area and landed in the veldt.
Now Mr. Van Rooyen maintains that even the children have been in
contact with these fibres and that these fibres make their hair
sticky.
Some of these wiry fibres have also apparently fallen on the
adjacent farm next to that of Mr.Du Toit. Mr.Willie Pool also
found some of these fibres in the town in his garden. A certain
Mr. Coenie Muller was in his car when some of the debris landed
on his car during transit.
It is reported that a lot of these fibres have been washed away
by the recent rain in the Karoo area.
Rapport found a piece of this fibre on Thursday last week and
sent it to Professor Derek Litthauer who is the Head of the
Department of Microbiology at the FreeState University for his
information and analysis. He humoured the situation by suggesting
this may be a piece of Manna falling out of the heavens.
"It looks as if these wires are synthetic but we will have to
investigate and analyze before we can comment any further."

Americans Probe Austrian Lake For Nazi Treasure
In the cold waters of a pristine Alpine lake, an American salvage
crew is trying to solve some of the last mysteries of World War
II - what secrets or treasures did the Nazis hide here in the
chaotic, final days of the conflict.
Since mid-June, the crew has been using state-of-the-art sonar
and video equipment to scan the floor of Lake Toplitz to
determine once and for all whether cases of secret documents,
gold and precious stones are still lying more than 300 feet
beneath its waters.
"We hope once we come off (the project) we will be able to say:
This is what's there and this is what's not," said Scott Pelley,
a correspondent for CBS News, which financed the project with the
Simon Wiesenthal Center of Los Angeles.
The one-mile-long lake lies in the Salzkammergut region in the
heart of Austria, sheltered on three sides by steep limestone
faces and reachable only by a narrow, wooded path. It was used by
the Nazis as a secret marine warfare testing station starting in
1943.
Two years later, with defeat starring them in the face, the Nazis
apparently used the lake to hide evidence of their crimes.
Workmen under SS guard were seen dumping heavy metal cases into
the waters.
No one is sure exactly what was deposited here. For more than a
half century, however, rumors have spread that the cases included
gold, precious stamp collections, diamonds and other valuables
looted by the Nazis from Jews in occupied Europe during the war.
"They know the Nazis were hiding treasures in the area, " said
Albrecht Syen, whose family runs a green-shuttered restaurant,
the only building on the lake. "So they must be in Lake Toplitz."
The lake itself has fed the legend of lost treasure. Over the
years, divers have salvaged more than 18 cases stuffed with
documents and counterfeit currency, as well as enormous rusted
mines and parts of rockets.
In 1959, the lake yielded millions of dollars worth of fake
British pound notes, as well as secret documents detailing the
Nazis official counterfeiting operation aimed at devaluing the
British currency by flooding markets with fake notes. More than
14 years later, the Austrian government salvaged more trunks
stuffed with fake British pounds and other documents.
The current operation took shape last year when Pelley and CBS
television producer Bill Owens heard of the legend of Lake
Toplitz from an Israeli colleague. They became intrigued by this
unsolved piece of the World War II puzzle that remains little
known in the United States.
"Our purpose here, what led us here, was never the story of gold
dumped into the lake," Owens said. "It was more the history of
World War II dumped into the lake by the SS."
To do this, they recruited a professional salvage company,
Oceaneering Technologies, to map the floor of the lake using
remotely operated video-sonar machines.
According to Ridge Albaugh, Oceaneering's senior project manager
for the Toplitz search, the operation was hampered by the number
of trees covering the lake floor, making it difficult for the
machines to squeeze beneath the branches to scan the bottom.
Even if the team pulls up crates of gold or other valuables, the
only thing they would be allowed to keep are documents. Anything
else must be turned over to the Austrian government.
No matter what happens, neither the Austrians nor the Americans
worry that coming up empty handed will kill the intrigue
surrounding the lake. "People are going to talk about this lake
and dream about this lake no matter what we find," said Pelley.
"Its too much fun to talk about - it's like the Loch Ness
monster."

Has the Princess Diana Murder Cover-up Turned Deadly?
The July 7, 2000 issue of Executive Intelligence Review features
a detailed report on the mysterious death of French paparazzo
James Andanson, one of the pivotal figures in the Aug. 31, 1997
fatal car crash in Paris, that claimed the lives of Princess
Diana, Dodi Fayed, and Henri Paul.
Andanson's body was found in a desolate forest in the south of
France, burned beyond recognition, on May 5, 2000.
A week after his bizarre death, which French authorities have
attempted to label a "suicide," three armed, masked men broke
into the Paris offices of the Sipa Agency, the photography agency
where Andanson was working at the time of his death, and stole
computer disks, laptops, and cameras. The three men were believed
to be agents of the French secret service, hunting for possibly
incriminating photographs of the crash site that Andanson may
have been hiding.
The EIR story details the fact that Andanson, who owned a white
Fiat Uno at the time of the 1997 crash, was a prime suspect in
the Diana and Dodi wrongful deaths, yet French investigators
accepted his alibi that he was not in Paris at the time of the
crash. Tests of the paint and bumper scratches on his Fiat
matched those on the side of the Mercedes carrying Diana and
Dodi, according to forensic reports contained in the files of
chief investigating magistrate, Herve Stephan. EIR also uncovered
other break-ins and suppression of crucial evidence by both
British and French intelligence services.
As one specialist told EIR, "The death of Andanson may very well
signal a new, deadly turn in the cover-up of the death of
Princess Diana. It is reminiscent of the pile of corpses that
littered the landscape following the assassination of President
John F. Kennedy, when scores of individuals with knowledge about
the President's death, died under mysterious circumstances."

In Dujun, Guizhou province and Harbin, Heilongjiang province, the
burning of paper-made "mistresses" to please the dead has gained
popularity. Sellers of the paper "mistresses" say that it seems
old-fashioned to burn paper-made horses or cows and it is not
chic to burn paper-made refrigerators or color television sets
any more.
Many feel that their ancestors worked very hard when they were
alive and they should enjoy their lives in the nether world.
Playing mahjong and catching fish does not seem to be enough;
enjoying a mistress seems to be more romantic. Many people have
criticized such activities.

- GREEN PAINT, GREEN PLANTS, WHAT'S THE DIFFERENCE DEPARTMENT -
"Painted" Mountains Make Scenery of Greenery
A real estate developer in Shiyan, Hubei province China, used
dynamite to clear mountains for one of the company's projects.
Consequently, 6,800 sq m of mountains were stripped bare. After a
government order to re-green the mountains, the developer painted
the stripped areas with a mixture of green paint and cement
paste, 5cm thick, a coating which could last for years.
The vice president of the real estate company admitted that it
was his idea to "paint" the mountain. Surprisingly, he brazenly
took great pride in the originality of his idea.
