Despite declarations made by the Israeli Minister of Defense, Benyamin Ben Eliezer, that Israel will not expand settlements outside their already constructed areas, at the beginning of June settlers of Ephrat built up a new outpost on "Jabbel Baten Al-Mawassi" (known also as "Givat Hatamar"). The settlers took over 400 dunams (40 acres) of land that belongs to the residents of the village. This new settlement outpost also prevents the residents of El-Khader from farming additional lands and endangers the crops that might dry out. The settlers have heavy support from the army and police who prevent the Palestinians from passing through the area and working their lands in addition to preventing them and their local and international supporters from demonstrating against this usurption. On June 20, eight Israeli and International activists were arrested when demonstrating against the outpost, among them the known French activist against globalization Jose Bove. In a press conference held jointly by the Alternative Information Center(AIC), the "Palestinian NGO Network" (PINGO) and French civil society organizations in the American Colony Hotel, in East Jerusalem, on June 21, Mr. Bove stated that peace is impossible with the continuation of the settlements. The framework of the cooperation between settlers and the Israeli security apparatus in El-Khader and elsewhere in the Occupied Territories is the implementation of a systematic economical terror against Palestinian farmers in particular, and the Palestinian population in general. Since the beginning of the Intifada, Palestinians outside areas controlled by the "Palestinian National Authority" (PNA) have found themselves defenseless from daily attacks by settlers that included shooting on farmers, setting crops on fire, preventing farmers from working their land, destruction of greenhouses etc. In parallel to the protection given by the state to settlers who settle on private Palestinian lands and the lack of punishment of violent actions against Palestinians and their property, pacifist protest is prohibited to Palestinians and their supporters. The silent consent for the settlers' economic terror- which prevents the free economical development of the Palestinian population and their right to protest against these actions of the State of Israel- violates Article IIc of the "International Convention on the Suppression and Punishment of the Crime of Apartheid" (entered into force 18 July 1976). According to the Article, "Any legislative measures and other measures calculated to prevent a racial group or groups from participation in the political, social, economic and cultural life of the country and the deliberate creation of conditions preventing the full development of such a group or groups, in particular by denying to members of a racial group or groups basic human rights and freedoms, including the right to work, the right to form recognized trade unions, the right to education, the right to leave and to return to their country, the right to a nationality, the right to freedom of movement and residence, the right to freedom of opinion and expression, and the right to freedom of peaceful assembly and association; " forms part of an apartheid policy. The French judge Evelyne Sire-Marine stated in the press conference held in June 21 that the generalized discriminations against the Palestinian population imbedded within the state policy is a kind of apartheid.
