Gentlemen: Can you tell us why you would rely on the Referendum Act which
keeps the law making and amending power in the hands of the Government and
not use the 1996 Recall and Initiative Act which allows the CITIZENS of a
"democratic society" to make and amend laws (especially when used in an
articulated manner with the RECALL provision)?
