Om K ----- >From the standpoint of the present day, the interesting thing about the Nebraska indictment is, given the prior LaRouche-SAVAK connection, that it was initiated by SAVAK allegations, and moved to prosecution only after LaRouche associates were in complete control at DEA. Sometimes you discount the importance of things and people you know in favor of investigating the ones you don't know-only to find that the real threat has been right out in the open staring you in the face the whole time. One day we awoke and found that our ancient enemy had never been destroyed, only defeated-and that in their defeat they were plotting a revenge which would spare no poison. A New Heroin Conspiracy by Dana Beal In a development that is scarcely surprising to veteran observers of the U.S. drug scene, DEA Director Peter Bensinger has concurred in an internal evaluation report which found an actual drop in big heroin busts by its Northeastern Office during 1980. Arrest figures for the Northeast Region, which is headquartered in New York but stretches from Maine to Delaware and includes such main heroin centers as Newark, Boston and Philly, have been lagging suspiciously behind the national trend-especially for heroin arrests�despite a "disproportionate" commitment of resources and "inordinately high" operating expenses. For DEA critics who predicted a big upsurge of heroin and other hard drugs when DEA commenced its crackdown on marijuana 2 years ago, these statistics have a significance far beyond confirmation of the critics' claim that every time enforcement is diverted into a "war on pot," there's a heroin epidemic. The way gross statistical analysis showed a suspicious drop in heroin seizures specifically during an "epidemic" has fueled suspicions concerning preliminary reports that New York Regional DEA Director John W. Fallon is also being investigated by the FBI on charges that he arranged to "expedite the entry of numerous private citizens into the country through the JFK airport." Are those the first hints of another high-level heroin conspiracy on the order of the classic Arnold Rothstein/Custom Service scandal of 1927? Of course, nothing ever happens the same way twice. But once again, New York finds itself innundated with smack. Smack Scandals of 1927 To get beyond newsmedia. banalities about today's "heroin epidemic," it might be enlightening to consider what happened (and has happened again and again) in the '20's, the decade after heroin was prohibited. The '20's is more commonly thought of as the decade of Alcohol Prohibition, but most people don't realize that Prohibition-just as it had unintended effects of glamorizing booze and promoting organized crime-made it possible for one man to monopolize smack during those years, and for a small group of officials in the Treasury Dept. to become rich. Today Arnold Rothstein is remembered as "the man who fixed the 1919 World Series" and inspired Meyer Lansky, but his real claim to fame is that, with the help of insiders in the Treasury Dept, he protected a monopoly controlling 85% of all smack in the U.S. by skillfully diverting enforcement efforts into Alcohol Prohibition. Trunk-loads of pure schmagoo were forwarded to Rothstein by cooperative Customs Officials under the protection of higher-ups in Washington, while machine gun wielding G-men routinely executed "wets" apprehended brewing beer in their basements. The whistle was eventually blown, not in D.C., but when a U.S. Grand jury in New York became suspicious, and Arnold Rothstein was shot before he could testify. Before the uproar died down, the papers found out Rothstein had retained a lawyer (to defend himself against Income Tax Evasion) who happened to be a nephew of Colonel McNutt, chief of Narcotic and Prohibition Enforcement for the Northeast Region. Everyone knew this was just the tip of the iceberg. The resulting furor, as ordinary people realized that the Common Man's booze was being persecuted to protect dope fiends, marked the turning point in public attitudes against Prohibition. But more immediately, it caused the breakup of the Treasury's enforcement operations into separate alcohol and narcotic divisions, and the elevation of the son-in-law of then-Treasury Secretary Mellon, Harry J. Anslinger, from bureaucratic obscurity to new U.S. Chief Narc. With these "reforms," and the end of Alcohol Prohibition, you might expect that concentrated enforcement would've finished off heroin in America. But Anslinger's particular contribution was to push for marijuana prohibition, and by criminalizing each and every instance of use of pot, instead of just manufacture or sales, to insure that pot prohibition would be so labor- intensive that it absorbed the energies of all 3,000 agents slated for layoff with Repeal of Alcohol Prohibition. As for barring further extra-curricular profits by Treasury Dept. higher-ups who'd collaborated with Rothstein, the U.S. Grand jury in New York was left to complain in 1929 that none of their recommendations had been implemented, and that none of the agents who they'd suggested be transferred or dismissed were dismissed .... Rothstein's scam was soon taken over by a couple of young Turks: Meyer Lansky and Lucky Luciano. Control of U.S. heroin�and after 1947, World heroin�stayed in their hands or their successors' up to this day, with inestimable historical effects. 1978: Genesis of a Heroin Epidemic The U.S. drug policy hardliners who, in the 40 years since, have never been able to shut Mob heroin operations, have instead protected their bureaucratic turf by obscuring the central truth about heroin: like a cold virus, it is always present in the body politic. Some one is always trying to bring it in, because it's so profitable. That is why the history of smack busts is full of police or intelligence agents caught redhanded dealing it themselves. A heroin epidemic occurs when society's immune-system�enforcement is weakened or diverted from the heroin virus (by, say, a frivolous witch-hunt against "wets," or marijuana connoisseurs). Unchecked, the virus multiplies in the cellular protoplasm (profits) until the growth medium itself is used up and destroyed ... or the body politic reacts in time, and manufactures fresh antibodies. People get sick of smack and its effects. Of their own accord, they reject it. Early in the Carter Administration, a general reassessment seemed to offer possibilities of abandoning pothibition, and even a more rational treatment of heroin, on the British model. Presidential Drug Advisor Peter Bourne felt cocaine could be controlled by making it "too expensive for the middleclass" But by the time of the Dec. '77 conference of the National Organization for the Reform of Marijuana Laws (NORML)�even before the loss of influence by Dr. Peter Bourne and the NORML liberals�it'd become clear that a hard-line Washington consensus was shaping up against smoking in general. Tough-talking HEW Secretary Califano (more recently counsel to General Haig during his confirmation hearings) decided that further marijuana liberalization was inconsistent with efforts to tighten up tobacco regulation, and the way was opened for Peter Bensinger and the DEA hardliners to crack down on weed. But "Bournegate" in July '78, besides ending the liberals' cozy arrangement with the centrist "drug rehab professionals" (hired by the government to get kids off pot and on thorazine), had the unforeseen result of strengthening rightwing elements that NORML confidently dismissed as "lunatic fringe" even as they shared with Bourne the coke that lost him his job. The "War on Drugs" front organization, soon to be launched by the neo-Nazi U.S. Labor Party in conjunction with the Black Muslims (who dropped out when they found out just how weird fuehrer Lyndon Hermyle LaRouche really is), was blessed by a singular international development which was to make them partners with U.S. Drug Enforcement for reasons of state. The overthrow of the Shah of Iran in January of '79, besides affecting oil supplies, completely disrupted business-as-usual in heroin. As authority disintegrated in Iran, the one guarantee against turbulence for the peasants was to plant some poppies. During the waning months of '78, while the Shah teetered, another, better-heeled class frantically converted their wealth into easily portable opiates. In the U.S., where no less than the New York Post had described the Shah's sister Princess Ashraf as the "Dragon Lady" of dougee, the largest network outside Iran of her secret police, SAVAK, was already in place to peddle the millions of dollars worth of smack necessary to reinstate the Peacock Throne. Cheap, pure stuff flooded New York, overdose deaths skyrocketed. Pot was out, coke was passe. The New Wave was infatuated; in Soho Salons, lines of pure Persian replaced lines of Peruvian flake. Meanwhile, unregenerate U.S. ruling class interests of the Kissinger/Rockefeller stripe moved to confer legitimacy to an anti-pot hysteria deliberately designed to divert attention from SAVAK's fundraising efforts. In June of 1979, facilities at New York University were made available to a "prestigious, medical conference" on "new findings about the health hazards of marijuana." The cream of anti-pot pseudoscience gathered with DEA sponsorship to hear reports on half-baked experiments and research, much of it 10 years old and already discredited. Flitting everywhere in their nondescript suits and short hair were coordinators from LaRouche's War on Drugs. While they have never to this day erased their neo-Nazi stigma, the War on Drugs organization found the mass media amazingly compliant in picking up on anti-pot hysteria, while focusing remarkably little on the fascist antecedents of LaRouche's personal war on potheads. Figures just released by HEW show that for the first time, marijuana use is down slightly among high school students; news reports about the "health hazards of marijuana" were cited as the reason by students who'd quit. But alas for HEW, use of coke, etc. was up among these same students, perhaps in sympathy with more liberal views on the health hazards of white powders established under Carter. LaRouche Admires Il Duce Dramatic new evidence has surfaced that LaRouche is not crazy, that his "War on Drugs" is in fact a revamped strategy for calculated totalitarian takeover of America, involving 1)creation of a mass, fascist political cadre, 2)virtual control over the policies of a federal police agency, and 3)a coherent attack utilizing a chink or gap in public regard for civil liberties, so as to apply secret police terror to a scapegoat group sufficiently large to have a chilling effect on society as a whole (Everybody knows a pothead�there are 40 million of them). Only in the past few months has it further become clear that the "War on Drugs" was deliberately fabricated in conjunction with top Nixon-era narcs and a neo-Nazi heroin and arms-smuggling network stretching from Miami and Central Europe to La Paz and Bangkok. Or indeed that creation of a fifth column "public pressure group" to vociferously support fascist elements in the DEA was almost certainly high on the agenda at LaRouche's super-secret 1976 strategy sessions in West Germany with the neo-Nazis and, in Italy with representatives of the "Fascist International." With formation of the "War on Drugs," LaRouche, who has studied fascism in all its historical and present-day forms, has placed his bets on the fascist potential of heroin. Heroin fascism, though less well-known than the Nazi, Phalangist, or Italian varieties, is a definite historical variant first exploded in the book The Politics of Heroin in SouthEast Asia. This study, published in 1972 by Alfred McCoy, suggests that fascism, despite 40 years of ups and downs in France, faded to crystalize there into the classic mass totalitarian movement of Spain, Italy or Germany, precisely because of the role of heroin, and the Corsican underworld that dealt it, as shocktroops of reaction in the place of the blackshirted fascisti or stormtroopers. Not only did the gangster taint keep fascists from winning elections, dependency on a shock troop that was not interested in taking power on its own, but in sharing with bourgeois politicians in order to protect various rackets. was fatal from a fascist point of view. Reign of the French Connection If Heroin Fascism precluded the emergence, at the cross-roads of fascism in Southern France, of true Nazi-style brownshirts or a Phalange, its less- specialized, more traditional gangster style enabled it to survive the debacle of 1945 to continue its "anti-communist" work with the post-war sponsorship of the CIA. For during the war operatives of the Office of Strategic Services, fore-runner of the CIA, had worked successfully with heroin Kingpin Lucky Luciano in the invasion of Sicily. And not all Corsican mobsters aided the Gestapo. In fact a significant group emerged from the War and Resistance on the side of the French Socialists. It was the Socialists and their gangland connections that the CIA turned to in 1947 to break the Communist unions in Marseilles. It was with the Mafia customers, international CIA sponsorship, and political protection first from the Socialists and then the Gaullists that the "French Connection" controlled heroin manufacture and traffic until the late '60's. Then Vietnam and the accession of Richard Nixon produced, according to McCoy, a revolution in World Heroin, although he and others like E.J. Epstein [Agency of Fear] left us unsatisfactorily in the dark as to who came out on top for the rest of the '70's. Late last year a freelance Danish journalist named Henrik Kruger published The Great Heroin Coup and largely filled in the blanks. The Great Heroin Coup What he'd found was the original rabidly far-right tendency back in control, facilitated by the CIA and aligned with the Mafia! The alliance was comprised of the China Lobby, OSS China hands, Cuban exiles, the Lansky syndicate, and CIA hawks pushing for all-out involvement in Indochina and against Castro's Cuba. It coalesced between 1961 and 1963, and its members had three things in common: a rightwing political outlook, an interest In Asian opium, and a thirst for political might. The last factor led to another common denominator in which the alliance invested heavily: Richard M. Nixon. The instrument of great heroin coup was Nixon's creation, the DEA; but it was this larger coalescence of fascists who already dominated poppy-growing and stateside sales that considered further Corsican control over the traffic intolerable. Whether it was nationalist Cubans, Chinese or Italian mafiosi veterans of late 40's vendettas against Communists in Sicily, they felt the politics of the Corsicans, with their links with Gaullist intelligence and its flirtation with Third World Non-alignment, to be unforgiveably soft on Communism, especially Castro. Starting with money the Chinese Nationalist KMT had gleaned from enforcing a heroin "cure" on 20 million Chinese opium addicts before Mao's takeover, in 1966 they formed the World Anti-Communist League (WACL) as a counter-force to Castro's Tri-Continental Congress of 3rd world revolutionaries. Later the same year "Aginter Press" was created in Lisbon as a front for Portugese and Spanish secret police, the CIA, and the anti-Gaullist Organization Armee Secrete (OAS). Together they redoubled efforts to wipe out the whole infrastructure of Service de Documentation Exterieure et de Contre Espionage (SDECE-French CIA), the Gaullist para-police Service d'Action Civiclue (SAC), and the barbouzes, the Corsican gangsters who actually ran the heroin. For full satisfaction, WACL and its offshoots had to wait til DeGaulle was out and Nixon was in. And in fact, Kruger believes Pompidou never would have traded off his Corsican capabilities for better relations with the U.S., if he'd known how much it would curtail the capacity of French espionage to swap drugs and guns for information without it showing up in the budget. When it came in '72-73, though, the fall of the French Connection was utter and complete. Kruger's accomplishment is to have documented its replacement in every theater by fascists connected with WACL�in Europe, S.E. Asia, and Latin America. What he omits�the importance of the Iranian SAVAK, for example, or more recently, of LaRouche's war on marijuana in diverting heat from the Cuban Exile/ex-CIA/heroin dealing nexus-lies precisely in areas where the French Connection never operated, or in aspects that would be lost on European investigators. Far more crucial is his insight that those who took over heroin aren't just anticommunist, but fascists. The inevitable trend in the business of heroin, the ultimate neo-colonialist commodity, has been to generate outright fascist consciousness�not just callousness, but the special rage to extirpate all non- aligned tendencies that afflicts traumatized reactionaries reeling from revolutionary defeats. The DEA soldiers of fortune that Nixon left in power, the Cuban smugglers carefully crafting their web of couriers, both had come to see the wisdom of eliminating all political risk of being shut down. But it had to be sanitized. To operate politically, they'd need a special organization to mobilize their rightwing base. LaRouche's War on Drugs. Connections with organized crime no longer seem unlikely for LaRouche, now that NCLC periodicals describe elements like the regular Teamsters as an organic part of the Grand Fascist Coalition they foresee. And Kruger's detailed investigation of the European fascists with whom LaRouche started meeting in '76 leaves little doubt that they can only be working together to bring a police state to America. Werbell: Master of the Coup An interesting thing, happened to LaRouche at a meeting at Weisbaden in 1977. The Baader-Meinhoff gang tried to blow him up. In the paranoid aftermath, he accepted Werbell's standing offer to redesign NCLC security. With this development, LaRouche's closest collaborator became Mitchell Werbell 3rd, identified in The Great Heroin Coup as one of the principals, the contact man who trained the Cuban exiles who replaced Italians as heroin 'mules," whose silenced machineguns end up in the hands of Spanish Nazis, who had insinuated himself into LaRouche's circle by connecting them to the Liberty Lobby and WACL. Kruger notes: ... Among other antiterrorism trainees at Werbell's camp in Powder Springs have been several members of U.S. presidential candidate Lyndon LaRouche's U.S. Labor Party. The Marxist turned extreme rightist and anti-Semitic U.S. Labor Party has voluntarily sent the FBI and local police forces "intelligence" reports on leftwing movements, and regularly exchanges information with one Roy Frankhouser, the self-proclaimed Grand Dragon of the Ku Klux Klan in Pennsylvania and active member of the American Nazi Party�see the New York Times, 7 October 1979. According to Dennis King, LaRouche's links to Werbell's scene may date back to Lyndon's days as a med-corpsman in Burma, and action together under Lou Conein in Marseilles after the war. Their friendship definitely preceded contacts with Frankhouser and Willis Carto�founder of the exteme rightwing Liberty Lobby�which began in late '75 and continued through '76, marking a turning point for LaRouche's followers. In 1976-77, LaRouche settled on the language and the approach of the, European branch of his organization, centered in Germany, which had already initiated contacts with the electoral offshoot of the neo-Nazi Hoffman "sport" group, and adopted code words (such as "British" for "the Jewish conspiracy"), designed to get around West German laws prohibiting Nazi rhetoric and paraphernalia. Sessions with Frankhouser and Carto, while important for coordinating the ideology of the NCLC cadre with the far right, also kept his followers in the dark about the actual purposes for manipulating their anti-marijuana hysteria. The CIA had been acutely embarrassed by the discovery that a good proportion of those arrested in Operation Eagle in 1970 (the last big justice Department operation against the International Fascist/Mob/Cuban exile heroin network) were all Bay of Pigs veterans. Indeed, keeping enforcement focused on marijuana from 1978 on has provided a magic margin of safety for the smack dealings of various proteges of Werbell, former No. 3 narc under Nixon. (Werbell is always presented in War on Drugs propaganda as "a good narc; on our side�not a corrupt narc. . . ") ... An SS-like Elite to Run Things... >From the standpoint of building up a mass fascist cadre in this country capable of shaping and directing events, development of the War On Drugs organization solved a number of problems of the earlier Corsican model of heroin fascism. 1) It keeps things compartmentalized. Having to use actual gangsters to battle it out with Leftists (a la Marseilles in the '30's) means a constant threat that exposure of their racketeering will compromise the fascists' leadership among the very middle class zealots LaRouche is seeking to attract. Heroin fascism requires that the political cadres managing the liquidation of the pot-identified counter-culture be buffered from disillusioning contact with the other operating levels. 2) Keeping the Cuban exile drugs-for-guns network distinct from the War On Drugs (via ex-CIA interfaces like Werbell) means that the Federal government, DEA, etc. can "respond to the dominant public pressure group" without having to worry about being embarrassed. 3) Despite its internal prohibitions on drugs, etc., the NCLC is none-the-less well placed to exploit all the peripheral facist[sic] ambience, the needles-&-nazi paraphernalia chic, generated by the well-known psychological tendency of drug users in the entertainment and media worlds to mimic the values, attitudes, and views of their connections (who in the case of cocaine and heroin are increasingly fascist Cubans, and mobsters, whose conservative influence is legend in the music industry). Thus LaRouche has prospered not only by fulfilling the historic role of diverting. heat from the protected heroin traffic through a war on marijuana, but by realizing the theoretical need of heroin fascism for its own distinct, puritan, SS-like elite to ultimately administer the system. The process, akin to the replacement of the amorphous gangster-like brown-shirted SA-men with structured hierarchical black-uniformed SS officers, has an additional benefit beyond replacing crude, primitive gangster/fascist politician collaboration with the more articulated, specialized Cuban exile/DEA/War on Drugs triad. Growth of the War On Drugs cadre gives LaRouche the highly disciplined group of shock troops-many of them Judenrat and brainwashed Third Worlders�with basic fascist attitudes already conditioned through their Pogrom against potheads and their collaboration with that federal police force most contemptuous of civil rights, the DEA. These cadres are slated to be the disciplined nucleus to which the Klan, the rightwing brawlers, and the nazified punks can rally when the going gets heavy. The widely held but mistaken belief that LaRouche is another, albeit weird, leftist (or creature of the Rockefellers, or of Reagan) ignores all the work he's put into forming this elite corps of shock troops. The War On Drugs organization was designed specifically to prepare America for takeover by the forces of international fascism, with which LaRouche is affiliated. The International Fascist Web Kruger presents a frightening picture of the extent of the subversion of democracies to prepare new bases for fascism: International Facista is the outgrowth of many years of planning in Madrid by the late Nazi, Otto Skorzeny, who in the fifties had worked for the CIA. On its rolls are former SS agents, OAS terrorists from Spain's Fuerza Nueva, Argentine and Italian Fascists, Cuban exiles, French gangsters from SAC, and former CIA agents hardened by terror campaigns in Operation 40, Guatemala, Brazil, and Argentina. SS Colonel Skorzeny was the kingpin of the Paladin mercenary group until his death in 1975. Dr. Gerhard Hartmut von Schubert, formerly of Joseph Goebbels' propaganda ministry, was its operating manager. Headquartered in Albufera, Spain, its actual nerve centers were Skorzeny's Export-Import offices and cover firm M.C. located at a Madrid address shared with a front for the Spanish intelligence agency SCOE under Colonel Eduardo Blanco, and also an office of the U.S. Central Intelligence Agency. The cozy relationship of Spanish right wing terorists[sic] with U.S. and Spanish intelligence is further underlined by the SCOE's purchase in the mid-seventies of WerBell's silenced M10 machine pistols, prior to which the ideal terrorist weapon had been unavailable in Europe. Shortly thereafter, the M10 turned up 'in the hands of Spanish and Ulan terrorists... Skorzeny had infiltrated the Spanish intelligence agency DGS, and effectively controlled it single-handedly. International Fascista was a crucial first step toward fulfilling the dream not only of Skorzeny, but also of his close friends in Madrid exile, Jose Lopez Rep, Juan Peron's grey eminence, and Prince Justo Valerio Borghese, the Italian Fascist money man who had been rescued from execu-tion at the hands of the World War II Italian resistance by future CIA counterintelligence whiz James J. Angleton. They, and other Nazi and Fascist powers throughout Europe and Latin America, envisioned a new world order built on a Fascist Iron Circle linking Buenos Aires, Santiago, Lima, La Paz, Brasilia and Montevideo. In 1976-77 International Fascista made its presence felt often in Europe. West Germany's Fascist and neo-Nazi groups doubled ... Information about meetings between these people and LaRouche is highly sensitive, even in Europe. When the International Herald Tribune printed a story about meetings of LaRouche and his disciples with West German neo-Nazis and various neofascists in Italy, he was so upset he sued for libel in French court. Because of a flacid defense, he won. The Rise of the War on Drugs We do know that after spending most of the summer of '76 in Weisbaden, etc, he returned home with the line that drug traffic is propagated by Jews and controlled here by the Anti-Defamation League. Still, he did not start the War on Drugs im-mediately. Dennis King has supplied a vivid anecdote about the Shah sitting in his palace during the revolution reading a report printed on scented green paper by Larouche's security consultants" on "how to stop Khomeini." The role of SAVAK in smuggling opium and opiated hash into the U.S. was an open secret to serious investigators from High Times by the mid-seventies. Persons now connected with OVERTHROW were even mentioned in a federal indictment after probing too deeply into a Persian connection who wound up naming everyone he knew so that his SAVAK uncle could get him off an importation bust. The general public in the U.S. never sufficiently appreciated the outright Nazi character of the Shah's Aryan Supremacist regime. Since LaRouche got the "contract" to protect the Shah, however, the War on Drugs effort has grown in direct proportion to the increasing desparate situation of the Peacock Throne. In August of '78, LaRouchoids coalesced with Wallace D. Muhammed's Black Muslims to form the first War on Drugs group. Beginning in Detroit, making a blatantly antisemitic pitch, they used the Black Muslim's contacts to access conservative Black politicians, masons, labor leaders, educators, and community activists. When LaRouche's people precipitated a split with, Muhammed by running his picture on some publication (a blasphemy in the eyes of the faithful). the by-this-time national War on Drugs organization was able to retain all the peripheral contacts they'd picked up. They'd already published their book, Dope, Inc., and started a glossy monthly magazine. The big N.Y.U. "doctor's symposium" in June, '79, had been their breakthrough with major media, who came out in favor of re-criminalization of marijuana because of the supposedly harmful effects to health. Co-sponsor of the conference was one Dr. Gabriel Nahas, who'd worked with the Office of Strategic Services in the French Resistance, and against the communists after the war. There he met Conein, Werbell, and according to Dennis King, even LaRouche. To believe these men, thirty years later, just lucked into a good thing together without conscious planning, strains all credulity. Heroin and the Strategy of Tension Their great innovative leap beyond the Corsicans they displaced is that they are prepared to fully utilize the heroin traffic, not just to make money, but to promote a strategy of tension, The "strategy of tension" was a concept invented by LaRouche's mentor, Mussolini, as a way of turning around the Marxist idea of class struggle. Although Mussolini preached collaboration between worker and capitalist, in capturing power he welcomed class struggle because his "strategy of tension" was to exploit turmoil and chaos to win over weary middle elements who just wanted peace and quiet. When his black shirted fascisti legions attacked the reds, it only created demands for more severe law and order measures from the regular police, which he also controlled. Unlike Hitler, it took Mussolini about 5 or 6 years to come to power. In his final stages of consolidation, this pincers-like action was turned against liberal newspapers and all voices of dissent, so that locking them up became a "moderate" alternative to continued violence by the "extreme" fascisti Mussolini claimed he had to pacify. This would never go over today. Yet by maintaining the plausible deniability of complicity between the distinct parts of the War on Drugs/narc/heroin triad, today's fascists are again riding to power on a rising tide of violence. The beauty of it is that while 85% of drug busts continue to be for grass, none of the heat for diverting enforcement from heroin or muggers backfires on the narcs or the LaRouchoids. To visualize this complicated interaction better, imagine a handglider in flight�except that underneath the handglider is not a man but another handglider, and underneath it is yet another handglider. All 3 levels explore the air currents together. The top airfoil (War on Drugs) directs the next level down (the DEA) against penny ante independents and non-conformists, while keeping bothersome outside factors like the press from focusing on the bottom-most wing (the protected Cuban exile/SAVAK /mobster conglomerate dealing heroin and influence in the entertainment and media worlds). Instead of it compromising fascist reputations or upsetting their strategy, the very smack traffic they're protecting fosters the street crime which new right politicians can in turn use to get re-elected, by calling for more police, more prisons, more law 'n order. Heroin fascism, which was supposed to be far away, confined to Iran or the Golden Triangle of Burma, has come home to New York's Lower East Side with vengeful economic super-exploitation, and the increasingly cavalier repression visited upon the populace. Not only does it eliminate nonconformists and undesirables, the whole triad sets up sympathetic vibes in widely separated scenes, so that people who would never listen to the War on Drugs, and disparage the DEA, end up being conditioned into surprisingly fascist attitudes in order to "get ahead in the system." The ex-Empress of Iran, Farah Diba, is quoted by Dennis King as saying, "If the Shah had only listened to Lyndon Larouche, he might still be in power." When we look at the flood of heroin now coming in from the Iran-Afghanistan- Pakistan crescent, which is said to be 10 times more than the early '70's flow from the Golden Triangle, and a hundred times more than the Corsican flow from Turkey ... when we consider fairly constant reports of cases like the nephew of Shahpour Baktiar, last Prime Minister to the Shah, who was sentenced to minimum time for bringing 10 pounds of pure heroin into the U.S.. . we cannot help but conclude that Larouche and Co. are still providing "security services" for Farah Diba's U.S. SAVAK network and its sleazy DEA accomplices (SAVAK is the largest spy operation in America, after the agencies of the federal government) as they relentlessly squeeze from our cities the millions needed to restore the Peacock Throne. According to The New York Times the Imperial Family maintains as many as 45,000 mercenaries just over the border in Iraq ready to invade Iran should the political situation there destabilize sufficiently. The situation has passed the breaking point.
