  Hilary,
  As I recall from running the numbers the Chama NM/CO tunnel is 12.6 miles
long
and 10.92 feet in diameter.  Where it is listed as a BuRec project, I would
imagine
it has something to do with water...although you never know.
  If you happen to be in the area sometime, I would be curious as to
what the locals say.
  Up in Idaho in a little town on I-15 between Idaho Falls and the Montana
border is a  town called Dubois.  Just north of Dubois is a large Dept of
Agriculture "sheep station."
To set the flavor of this  picture the Dept  of Agriculture station which was
used as a cover for a circlular underground lab which worked on viruses
and such in the movie Andromeda Strain.
 When you talk to the folks in Dubois (of which the small community
supposedly depends on sheep station money for its small economy) nobody
and I mean absolutly NOBODY has any clue what is done, other then to say
something  about "sheep research."    When you ask some locals the question
"do you have family that works there?"  The answer seems to be "yes, but they
don't
talk about it...."
Usually is one newspaper article  a year about some sheep this or that and
that is the size of it.
  Then you have the LA County Dept of Corrections (Yup you read it right,
Los Angles Calif) BUS that appears in Dubois during the night about twice
a year or so.  Apparently the bus stays for "a couple of weeks" then it drives
off again in the middle of the night.  Supposedly nobody knows who the driver
is, why the bus is their, or 'who' comes in the bus but they are so used to
its
appearance that it isn't given a 2nd thought.
   Probably just as strange as a 12.6 mile tunnel out in the middle of no
where. :)
