Not to conflict with "Hawk" but to add another interpretation of the
events, I've quoted the following from the aforeposted "Desert Slaughter".
Note there is so much (given it's a daily chronicle), I've tried to find
(at short notice) a representative piece; I've not reproduced the whole
piece and where I haven't, I've tried to faithfully summarize that which
has been not included. Again, I do not necessarily endorse the political
flavour or language; I believe the facts can be ascertained by (at least)
the references given in the Bulletin.

{The editorial leads in with reference to a transcript of a meeting between
Iraqi President Saddam Hussein and April Glaspie, the US ambassador to
Iraq, released the previous week by Iraq and excerpted in the New York
Times the preceding Sunday.}
"The meeting was sought by Saddam Hussein to complain about the
deteriorating relations between Iraq and the United States. In the
preceding six months, there had been an orchestrated series of attacks on
Iraq in the US media, including the claim that Saddam Hussein had
threatened to attack Israel with chemical weapons, the staged seizure of
supposed "nuclear triggers" being shipped to Iraq and finally the Heathrow
Airport provocation where a large pipe being exported from Britain to Iraq
was confiscated, with the claim that it was to serve as a "long gun," able
to reach Israel with shells filled with nerve gas."

themselves," she <Glaspie> told Hussein. "I am pleased that you add your
voice to the diplomats who stand up to the media ... If the American
president had control of the media, his job would be much easier."}

President Bush (with well-known Texas oil connections) 'is not going to
declare an economic war against Iraq.' "}
"When Hussein touched briefly on the subject of the border conflict between
Kuwait and Iraq, Glaspie, acting on explicit instructions from the State
Department, went out of her way to declare US neutrality on the question.
She said, "We have no opinion on the Arab-Arab conflicts, like your border
disagreement with Kuwait. I was in the American Embassy in Kuwait during
the late 1960s. The instruction we had during this period was that we
should express no opinion on this issue and that the issue is not
associated with America. James Baker has directed our official spokesmen
to emphasize this instruction." "

"Only a few days later, on July 31, Assistant Secretary of State John Kelly
repeated this position before a congressional committee, testifying that
the United States had no commitment to defend the security of Kuwait
against threats from Iraq. He characterized the territorial disputes
between Iraq and Kuwait as a "private matter" between the two regimes.
"By the standards of imperialist diplomacy, Glaspie's buttering up the
Iraqi president and Kelly's flat disavowal of responsibility for Kuwaiti
security were an open signal that an Iraqi invasion of Kuwait would be
answered by nothing more than perfunctory verbal protests.
"These State Department functionaries are now under fire from the
capitalist media and Congress, with the claim that they were guilty of
"underestimating" or "misjudging" the intentions of Saddam Hussein. The
purpose of this campaign is to obscure the real significance of these
revelations.
"There is no question that the State Department - working together with
Israeli intelligence - laid a careful trap for Saddam Hussein, encouraging
him to believe he could seize Kuwait without serious repercussions, while
at the same time US imperialism was engaged in feverish preparations to use
the seizure of Kuwait as the pretext for an American military occupation of
the entire Persian Gulf.
"The very week that the State Department was giving a wink and a nod to
Iraqi territorial claims against Kuwait, the Pentagon's Central Command was
conducting Operation Internal Look '90. This military exercise, according
to a spokesman for General H. Norman Schwartzkopf, now supreme commander in
the Middle East, was based on "almost exactly the scenario" of an Iraqi
invasion of Kuwait. By this account, when Iraq invaded Kuwait a week after
the dress rehearsal for US intervention in the gulf, "people around the
Tampa headquarters were asking whether ... (Schwartzkopf) had known
something they didn't."
"Internal Look '90 was the culmination of a whole series of military
exercises conducted by the Pentagon over the last fifteen years or more,
preparing American forces for intervention in the Persian Gulf to seize one
of the most valuable pieces of real estate on the planet, the oil fields
which contain more than half the world's known petroleum reserves.
"There is another aspect of the Glaspie-Hussein transcript that deserves
consideration. The Iraqi president complained that the United States and
its stooges in Kuwait and the UAE were undermining his regime despite his
role in waging the eight-year war against Iran. He asked plaintively, "Is
this Iraq's reward for its role in securing the stability of the region and
for protecting it from an unknown flood?"
"Hussein confirmed in his opening remarks to Glaspie that the Iraqi attack
on Iran in September 1980 was carried out as an overall turn by Baghdad to
seek closer relations with US imperialism. "The decision to establish
relations with the US was taken in 1980 during the two months prior to the
war between us and Iran," he said. When the war started, and to avoid
misinterpretations, we postponed the establishment of relations hoping that
the war would end soon." "

Additionally, there are references in the bulletins to carving up Iraq and
giving slices to Turkey (as the seat of the Ottoman Empire, owner of the
whole area up to 1918) and Syria. Note that this has been a pretty tense
area over the past few months (1998) punctuated by a Turkey-Israel
alliance, an almost conflict between Turkey and Syria over the Kurds
(followed by an accord), Turkish raids into Iraq to chase Kurds, and so
forth.
Now, with Arabian conflict in focus, enter the issue of the Caspian oil
fields, felt by some to be the richest ever, anywhere. The outlet for the
oil can be to the Mediterranean through Turkey OR through Iran. The key to
the success of the whole venture is STABILITY and RELIABILITY in the area -
no warring Arab chieftains, no ethnic civil wars, no land grabs, and no
excuses for interruption of the oil supplies. With Turkey as a preeminent
ally (to include partnership in NATO) of the US for over a half century,
its needs are addressed routinely; its links to Israel can only reinforce
this. Although Iran may be the 'best' {geographic} outlet for this oil
source, Turkey may remain the most loyal ally and therefore the most
reliable outlet. All they have to do is to secure the area just north of
the Syrian border where the oil depot would be; so, the elimination of the
Kurdish problem (just south, inside the Syrian and Iraqi borders) would be
helpful.
Iraq's war with Iran was right around the fall of the Shah, the hostage
crisis, and the rise of the Ayatollah, leading to the current Irani regime;
so that was, too, a confused period. Iraq was also a client of the Soviet
Union (weapons, policy) around that time .. and may be soon again.
At the beginning of DS/DS, James Baker stated the issue was oil. No one
wanted Hussein to have an iron fist on the Gulf region's resources and so
went the thinking that if Kuwait went first, next would be Saudi Arabia,
and so on (an Arabian version of the 'domino theory'). On the hook would
be Europe and Japan, both of which have relied on the Gulf region for oil.
So, the issue is STILL oil and petro$$$.
Oslo and Wye accords have to play a part in all of this.
