Jim Norman: There is evidence in the state constitutions of Virginia, South
Carolina, Georgia, and several northern states that the Agreement could be set
aside if it did not work out. In the records of debate, much discussion occurred
concerning their option to opt out. Why else would all of the southern states and
some of the Northern states believe that Secession was legal? There are a number
of books that relate this information, I am simply too old to remember any.
